The decorative scroll reads:
'This dispensation is granted to the Portobello branch of the Amalgamated Society of Railway Servants which was enrolled on the 10th day of August 1890.
'In virtue of this dispensation membership may be conferred and all business may be transacted by the branch and its members as the rules of the society do authorise.'
It was signed on behalf of the Executive Committee by the President and General Secretary.
